What does this phrase actually mean?

The Ben Ish Chai says that this term refers to Rosh Hashannah when the whole of Am Yisroel as a group and individuals stand in from of Hashem, King of Kings.

The Malbim notes that when other nations in the world were punished, they "fell down forever" and were lost to history. However even when Am Yisroel are punished, they are able to remain standing:(Tehilim19:9), "Theyb are prostrate abd fallen; but we are risen up and stand erect.. Hashem hears us, the King answers us on the day we call to HIM."
